You should definitely have a passion for the subject you are writing about. Blogging can be very time consuming, and it takes some serious work and even years before you start making money from your blog. Advertisers pay their ads to be posted on popular blogs, so your need to get as many readers for your blog as possible. Even if you write the best article, advertisers won't pay money for blogs nobody is visiting. The good news is that starting a blog is fairly easy and even without much experiences, you can easily create your blog using blogger, wordpress, tumblr etc..
I personally like blogger because it is so easy to create an account, start your blog and you can even buy a custom domain name for $10. So instead of www.yourblog.blogspot.com, your custom domain name would be "www.yourblog.com". Actually, if you are really interested in making money with your blog, you should have a custom domain name for your blog. It looks more professional, thus attracts more visitors.
Step 1: Create your new blog (using blogger.com, wordpress.org, blogpress.com etc..)
Find a platform where you write, publish and manage your blog articles.
Step 2: Buy a custom domain name (so your blog will look more professional, it is easier for readers to remember your website, unless you own a custom domain name, someone else can buy it.)
Step 3: You can get a free website design ("theme") that matches your brand. Blogger.com has many nice designs that you can use for your blog for free.
Step 3: Choose a topic to write about on your blog. (You need to be interested in the topic, should be passionate about the topic, should be knowledgeable about the topic)

It is pretty easy to start, right? But blogging is not a become rich quick business, so this may not be right for you unless you are willing to devote yourself to your blog . :)
